TAKE YOUR CASE TO THE UN THROUGH THE ICCPR

Taking Your Case to the UN
The International Covernant on Civil and Political Rights contains a large number of rights that are relevent to issues of police misconduct.
Under the 1st Optional Protocol to this Covernant, you can make a Communication to the United Nations Human Rights Committee if your rights have been violated.
Before making a communication to the Committee, you need to "exhaust all domestic remedies".  This means you will need to have attempted to have your rights vindicated through all the tiers of the Australian legal system first.
Australia does not meet all its obligations under the ICCPR and sometimes the only way to seek justice is through this international mechanism.
On 3 April 2009 the Human Rights Committee raised the following concerns about policing in Australia:
The Committee expresses concern at reports of excessive use of force by law enforcement officials against groups, such as indigenous people, racial minorities, persons with disabilities, as well as young people; and regrets that the investigations of allegations of police misconduct are carried out by the police itself. The Committee is concerned by reports of the excessive use of the electro-muscular disruption devices (EMDs) “TASERs” by police forces in certain Australian states and territories. The State party should take firm measures to eradicate all forms of excessive use of force by law enforcement officials. It should in particular: a) establish a mechanism to carry out independent investigations of complaints concerning excessive use of force by law enforcement officials; b) initiate proceedings against alleged perpetrators; c) increase its efforts to provide training to law enforcement officers with regard to excessive use of force, as well as on the principle of proportionality when using force; d) ensure that restraint devices, including TASERs, are only used in situations where greater or lethal force would otherwise have been justified; e) bring its legislative provisions and policies for the use of force into line with the United Nations Basic Principles on the Use of Force and Firearms by Law Enforcement Officials; and e) provide adequate reparation to the victims.

I, signed below, kindly ask the highest legal body in this country to create
the Concentration Camp for lawyers and senior bureaucrats.

The inspiration for such proposition came after recent findings in Queensland
regarding the role of those 2 groups in so called 'Queensland Health payroll affair'.
Background info: Queensland Government paid IBM 6 million dollars to make
a software for payroll system. Now 'government' has to spend 1.2 BILLION to fix it.

Since this is happening in a democratic country, retired  Judge Richard Chesterman
run 'The Health Payroll Inquiry', at a cost of 5 million dollars, which 'found' that NONEof the lawyers and bureaucrats who ARE responsible IS RESPONSIBLE and
the contract was so nicely written that IBM cannot be sued.

1. Proposed is to create The Concentration Camp for all lawyers and senior bureaucrats
    (from supervisor up and including ministers and premiers).
    Those people will be engaged in building the canal from lake Eyre to Darwin, which
    will be the 10th wonder of the world and as such will have great benefits for proud
    canal builders as they will learn more basic skills by physical work than in 4-6 years
    of dreary schooling. Proposed is the use of only shovels and wheelbarrows as other
    equipment would be too complex for those people to learn how to operate.

2. The local citizens committees will be empowered to collect delinquents from those
    two groups and their disposal to the Camp.
3.To simplify things the happy campers should work 12 hours a day without unnecessary
   break in re-education with virtual three-dimensional printed meals generously served
   twice a day. Those who did not succeed with Jenny Craig will be permitted to work
   extra 4 hours as a weight loss program or as a matter of special privilege.
4. In the spirit of multiculturalism, equality, brotherhood and fraternity with other
    nations - lawyers and senior bureaucrats from other democratic countries will be invited
    to participate. People from totalitarian regimes will be prohibited to join.
    We will send boats (with experienced Indonesian crews) overseas to bring
    those people in,  of course they need to volunteer or to be thrown out
    by local citizens
(whichever comes first).
    As the survival rate of such Indonesian run trip could be about
10% we will
    need quite a lot of volunteers.
    I am sure that those new boat people will be very warmly welcome in the outback.
5. The canal could also double as an antitank ditch in the case of expected
    Chinese invasion. When Chinese approach we will all run to the western side
    of the canal where we will be safe as Chinese are short and cannot swim.
    We will taunt them from the other side - 'Ne, ne, ne, ne, ne you can`t get us'.
    Chinese, disappointed that on their side of the canal there is nobody to buy
    their pots, rags and gadgets, will get frustrated and will go back to China.
    We can then brag proudly to everybody that WE stopped 'yellow peril' and
    this is something even Americans have not done in Korea and Vietnam.

    Hi Bert - did you see the headlines yesterday (13th) in the Daily Telegraph "Rotten to the Core"?
    Well worth the read, but still doesn't mention the judiciary - it is about the NSW Labor Party Ian Macdonald and Eddie Obeid.

    They never will, they are the most hypocrites bastards the whole world ever know. The judiciary are still in the Dark Ages more omnipotent that the Spanish Inquisition.
