A delivery failure occurred when sending correspondence to committee.reception@parliament.wa.gov.au. The Parliament mail gateway rejected the message due to a TLS certificate SubjectMismatch error, where the server presented a certificate for mail.protection.outlook.com instead of a certificate matching parliament.wa.gov.au. This prevented external mail servers from establishing a secure connection.
Key diagnostic lines included:
- “450 4.4.317 Cannot establish session with remote server… SubjectMismatch.”
- “550 5.4.317 Message expired, cannot connect to remote server.”
A formal escalation note was sent to receptionservices@parliament.wa.gov.au. Reception Services acknowledged the issue and forwarded it to the Parliament IT Team for investigation.
A follow‑up update was sent to Minister Buti and the CCC, confirming that Parliament IT is now examining the certificate fault. The original correspondence will be resent once Parliament confirms that the gateway is functioning normally.

I write to request the proper exercise of statutory duties in relation to matters raised under **Complaint C/45628**. My correspondence contains evidence and procedural material relevant to the functions of the Parliament of Western Australia and its committees.
However, my attempts to send the correspondence to **committee.reception@parliament.wa.gov.au** have failed due to a technical fault on the Parliament mail gateway. The diagnostic reports show a **TLS certificate SubjectMismatch error**, where the server presents a certificate for *mail.protection.outlook.com* instead of a certificate matching *parliament.wa.gov.au*. This prevents external mail servers from establishing a secure connection.
Key diagnostic lines include:

All authentication checks on my side (SPF, DKIM, DMARC) passed. The failure occurs during the TLS handshake on the Parliament server.

Dear Reception Services,
Thank you for your assistance. I am writing to report a persistent technical fault affecting the Parliament email system. External mail to Parliament addresses — including committee.reception@parliament.wa.gov.au — is being rejected due to a TLS certificate SubjectMismatch error on the Parliament mail gateway.
My sending server attempted delivery multiple times, but the Parliament server presented a certificate whose subject does not match the expected domain. As a result, the secure SMTP session could not be established and the message expired.
Relevant diagnostic lines include:
– “450 4.4.317 Cannot establish session with remote server… SubjectMismatch.”
– “550 5.4.317 Message expired, cannot connect to remote server.”
This indicates that the Parliament mail server is presenting a certificate for mail.protection.outlook.com instead of a certificate matching parliament.wa.gov.au, causing external servers to reject the connection under standard SMTP TLS validation rules.
All authentication checks on my side (SPF, DKIM, DMARC) passed. The failure occurs during the TLS handshake on the Parliament server.
I respectfully request that this matter be escalated to the Parliament IT Team for urgent correction of the certificate configuration. Once resolved, I will resend the correspondence immediately.

Alice confirmed that she has **received my original email**, is **working on the matter**, and will **contact me once the email has been directed to the correct committee** within Parliament House.

They stated that the Joint Standing Committee on the Corruption and Crime Commission “does not have the power to investigate this matter” and that the Committee is therefore unable to assist with concerns arising from the Ombudsman’s refusal to investigate Complaint C/45628.
